The ad is technically correct now so the problem must be related to the content.
Could you create an HTML block using the block editor and copy the code from AdSense directly into it without using Advanced Ads? If the ad code is correct then the issue is related to Advanced Ads.

Do I need to create a post with shortcode?
You can do it in an existing post.
If you are using WordPress higher than 5.0 with the new block editor then please add a new “HTML” block and paste the AdSense code, not any code from Advanced Ads, there. I want to see if that works.

that is the Auto ads code and would not show any ads.
I have a different idea. Please export your ad settings under Advanced Ads > Settings > General > (scroll down) Import & Export and send them via the customer support form.
I can then reproduce your setup locally and try to find the issue.
