Paid Membership and Ads by User plugin

I am looking for one or more plugins that can help me out. I want to basically have a directory that lists local business. They need to request to be listed and may need to pay for said listing.

They also may want to advertise on our website so we would like them to be able to purchase various levels of advertising for specific amounts of time (1 week, 3 months, 1 year, etc.)

I have found a few business directory plugins like Business Directory Plugin and WordPress Business Directory Plugin that look like they will allow me to charge for the business directory side of things.

I cant seem to find plugins that allow users to place ads on the site themselves.

The idea being they could purchase any of the below for increasing amounts of $$:
1. Basic Listing (Shows a logo, Name, Address, Phone, website, map location, and a short description.
2. Advertorial Listing (includes #1 but lets them have a whole page to customize).
3. Featured Listing (includes #1 but they go to the top of the list in their category)
4. Basic Ad (includes #1 but their get an add featured on the home page and or various landing pages).
5. Featured Ad (get the prime location on the home page for X days, listing should be auto scheduled and user should be told when their listing will display or even better be able to select which days/weeks they want to display).

Online dashboard to show stats on their ads would be great too!
