 * I’m ticking the box for comments to be allowed on new Pages I create but it isn’t
   happening. What’s up?

 * It’s probably because the theme that you are using doesn’t have the comment_template
   call in it’s page.php file.
 * To confirm this is the case is simple; just switch to the default theme and if
   comment related info appears, then you’ll need to add similar logic to the theme
   that you want.
