page comment with many links escaped queue

Hi all,
Although I’ve set my wp 284 to “Hold a comment in the queue if it contains 2 or more links”, someone commented with 5 links, yet his comment was immediately published, and did not stay in the queue.

It was a page comment. Does that rule apply only on posts and not pages or what?

And why Akismet (active in my blog) didn’t do anything about it?
