Hi,
Unless you provide the URL of your website, I won’t be able to test and check what’s going on. In the above message, you have removed the most important thing that is your site URL.
Please share your actual site URL while the plugin is active and you are getting this message – so that I can check your site to see the reason behind it.
Otherwise, there are many similar posts (hundreds) in this support thread just check them, I’m sure you will get your answer.
Please help me check why plugin does not work:
I see no page rule or worker created.
– Please share the screenshot of the page rule section from your Cloudflare dashboard.
Worker only gets created when you enable the worker mode.

Also, there are no custom c rookies involved. So, things looks good from the plugin’s setup end.
Can you now share the screenshot of your Cloudflare dashboard Page Rule section for this domain for further diagonesis?

If the page rule section is empty then inside the plugin settings page, click on Disable page cache and then again check on Enable Page cache. that should automatically create the page rule.
Also the worker mode is turned off right?
@isaumya page rule sections still empty and test cache still show the error.
yes, the worker mode is off. Should I turn it on?

First inside the plugin settings und3er the Others tab set the LOG VERBOSITY to HIGH.
Then try to do the same thing Enable/Disable cache. Then check the logs generated by the plugin.
There you will be able to see what response is being sent by the Cloudflare API. It might be possible you have provided wrong Global API key of a wrong zone or something.
Check the logs.
@isaumya yeah, log helps. It says: Unauthorized to access requested resource
. I used API token generated with WordPress template and it seems lacking page rule edit permission.
I changed to use global API key and it works. I think I missed document somewhere to create API token correctly.
