Order of Pages

OK, hopefully the last question. At my mscginc.org site I am setting up, I have a page widget I am using as a sitemap. It says when creating a page or editing one that you can select the number of order instead of alfa. However, when I number them, nothing changes. No matter what I do, they appear via Alfa, and not in the order I want them.

If you do look at the site, the main issue is the pages under the Operations page.

What am I doing wrong?
