Which popup plugin are you using?
Simply entering #guest-form to the link field means you want to do an anchor: http://www.echoecho.com/htmllinks08.htm
so the browser will handle the link as an anchor link.
It’s in built in my theme. It’s used to open a modal for login. For other applications and in normal html editor when I’m putting the link as #guest-form the popup is appearing correctly. Do I have to put in some javascript to get it working?
I can see when the button is clicked that the browser link changes correctly but still no popup

At rosemal I made a CSS Class option for the image layer:

because only inserting a link wasn’t enough, but the theme’s lightbox also needed a CSS class on the element.
