    common redirects (301,302) work on protocol layer, not HTML or Javascript. Of course, a redirect could lead to a page, which itself has a script that opens a new window (or tab, depending on browsers at times!).
    As you said, you want a new window/tab, I assume you are talking about a redirect linked from web page. If that webpage is under your control, then either that link must be set to open in new window, or the redirecting script theorised above would need to return to the origin after opening the desired page in a new window/tab.

    Either way, I think your idea is not really applicable to the subject of http redirection. At least not the way I understood your question.
