Only load in admin page

Right now authorizer-public.js and authorizer-public.css are enqueued on the front end in order to display a message to anonymous users if the site is set as “Only logged in users can see the site.”

Default message:

Notice: You are browsing this site anonymously, and only have access to a portion of its content.

We should be able to only enqueue these assets if that configuration option is enabled, though. We’ll get that included in the next release!
