Only enable delivery to billing address if outside of UK

Is this plugin able to offer dynamic requirements? I want to create a checkout page which offers customers to change the shipping address to be different to the billing address, only if they’re buying and shipping within the UK.

So, if the customer were to be buying the product in France. They would only be able to have the product delivered to the billing address.

Is this plugin able to offer such a setting?
