What if you switch to the twenty ten theme (no child). Do you have the same issue?
If so, also try deactivating your plugins.

Neither solution has proved successful in getting the textbox to write in full size.
I also tried adding

to the style.css editor and still no luck – this is so frustrating as you can probably imagine!
Could you post a link to your site with all plugins off and a default theme active?

Oh sorry, you need to use a current default theme – i.e. Twenty Fifteen or Twenty Fourteen.
Changed to 2015 theme. Anything you can suggest?
Try reinstalling WP – by downloading a new copy to your local computer and then (using FTP or Cpanel) replacing all files and folders EXCEPT wp-config.php and wp-content. Be sure to delete the old copies first so they are cleanly replaced.
BTW, what browser are you using? Have you tried another one?
Currently using Chrome, downloading Safari now to see if it works on that. Failing that I’ll try the wordpress download however it works perfectly fine on the default theme. SO frustrating!
Oh wait, you said it works fine on the default theme? You hadn’t said that before. If that’s true, sounds like a problem with your theme.
Same problem with Safari as Chrome.

Yes it does. My question to the forum implies it is related to the theme however I am unable to fix this.

I’m confused, sorry.
I am able to use the entire textbox when using the default theme, however I have paid for a child theme and therefore using that but only able to use half the text box when this theme is active.
