One engine theme can't be uploaded in the local host.

I downloaded the one engine theme in my local host and tried uploading it. But it is not getting uploaded and I receive an error msg which says “try again”. The theme can’t be upladed even if tried again. It’s size is 4.3 mb (zip file). Is it because of the file size?
