On WP 4.0.5: almost works

We are using User Groups and User Groups Restrictions plugins successfully on WP version 3 sites. We installed on 4.0.5, and it looks like they both work, but there’s a setup concern.
With Networked sites, the Network Admin is the permission needed to be able to create Groups, and to assign Users to Groups. You probably want to drop this down a level, and allow anyone with Administrator role to be able to create Groups and assign Users to Groups.
