On failed payment tax is being added on top of inclusive prices

I have taxes turned on and have set my prices to be Inclusive of tax. However, when an order payment fails and the customer goes to pay for the order again the tax is now added on top of the item price.

This appears to be a glitch in the way that Woo handles taxes for inclusive prices. I have especially noticed this happening repeatedly on subscription orders.
