On category page: show subcategories products that belong to main category only

I hope I can explain this in a clear way.
I am building an online shop that sells LEGO sets. The LEGO sets are divided into categories, 1 of them being ‘LEGO City’.
Lego City has many subcategories like ‘Police’ and ‘Deep Sea’ and most products are easily nested into subcategories.So my category structure is like this:
LEGO City
– Police
– Trains
– Deep Sea
– etc.However, there are some products which cannot be put in 1 of those subcategories, like road plates and starter sets.
I would like those products to show up on the main ‘LEGO City’ category page, together with the subcategories. Subcategories first, and then the products that belong to LEGO City but to none of the subcategories.The problem is, when I choose the option for the ‘LEGO City’ to display both subcategories AND products, The LEGO City page shows the subcategories AND ALL of the products that are assigned to ALL of the subcategories AND to the main category. Not just the ones that are assigned to the main LEGO City category. Is this normal?
For the ‘Police’ products (for example), I only checked the ‘Police’ subcategory checkbox for all products, NOT the main ‘LEGO City’ category checkbox.
For the remaining products which belong to NO subcategory but to the main category only, I checked ONLY the ‘LEGO City’ category checkbox.Is there anyone who knows how I can get the right products displayed on the main category LEGO City page?
