Yes, the plugin is still using the very old Blogger 1.0 API. They’re up to 3.0 now and use JSON to send data around and even have a PHP client library to talk to their API:

It’s a fairly big change, Google have moved to a different security protocol called OAuth2
The code for the authentication process is blogger-importer-connector.php, supported by oauth.php

One more issue, the new API also uses JSON rather than XML.
So what does all that mean? How can I transfer a blog manually? I have the XML file that I have exported from Blogger.
