Thank you for sharing more details.
The customers that you see here are the customers who made a purchase at your site.
The customers here may or may not have created an account.
The customers listed here are the ones that created a customer account on your site.
They may or may not have made a purchase yet.
The odd thing is normally we see a higher number in the Customers tab under the WooCommerce tab.
Because some customers purchase without making an account on the site.
But in your case, it is the opposite, more customers created an account but did not make any purchase.
I suggest you review the list here and make sure there are no spam or users generated by bots.
Sometimes websites are targeted by spam and users are created with automated scripts.

I understand, my site is an auction site. The customer makes offers, but cannot buy until he wins an item.
So WC is taking each offer as a purchase?
If so, I would also like to synchronize all my registered users in WP with the WC user table, even if they have no purchases made.
Since I see much more information in wc, than in the WP listing itself. In any case, I don’t use WC’s own statistics, so I wouldn’t have any problems seeing future incorrect sales values…

In WooCommerce, a user is only registered as a “customer” when they make a purchase, regardless of whether they win an auction or not. Therefore, making an offer does not count as a purchase in WooCommerce.
For better clarification, I recommend you contact the auction plugin’s developer directly. They have a deep understanding of how their plugin functions and how it fits with WooCommerce.
I would also like to synchronize all my registered users in WP with the WC user table, even if they have no purchases made.
Unfortunately, there is no built-in feature for this. However, you can use a plugin like the User Role Editor plugin to change your users’ roles to “Customer.” Please note that this will not generate any purchase history for them.

Of course, I understand then, my auction system requires the user to have the role of customer in order to be able to bid. Surely that is why users who only bid, are seen as buyers of some item.
