If I’m signed in to my admin account while on my mobile…works fine. I soon as I sign out, shows that my shopping cart is empty.
Tried clearing the cache.
Scratch that. not working on any device when I’m not logged in to my WordPress backend.
Constant empty shopping cart.

Can you provide a link ? Maybe a problem on your hosting. What hosting service are you using ?
I test it on an iPhone, and there is no problem. Use the following page for test : https://www.ultra-prod.com/live-ultra-prod-staff-support/ Go to the end of the page you have a button to add to cart, add an effort, and you will see the cart visible upper right of the page, in sidebar. If you click on PayPal button after, you will go on PayPal.

I have the same issue but I see why: In mobiel view, my theme (Enfold by Kriesi.at) removes the sidebar which normally contains the cart.
Is there a way to show the cart inside the same page instead of the sidebar?
Just wanted to say this is solved. You simply add [show_wp_shopping_cart] into your main page and dont use the sidebar widget.
