I realize this plugin has a limited scope in terms of site access in that it approves users for bbPress and Buddypress and is not intended to provide privacy, but is it possible to not send the username and password email until after the user is approved?

Can the order of the email hooks possibly be changed? Or would that be extensive?

I’ve tried this plugin https://wordpress.org/plugins/new-user-approve/ but 1) it breaks the existing email check upon registration, and no error is thrown when a registration is attempted with an existing email, and 2) breaks the sending of the username and password when used in conjunction with BP Registration Options.

The issue with trying to prevent user account detail emails is that the way our plugin is done, it needs to have the users created first, so that we can add some user meta. To get to that point though, I think the email in question here is already sent and the process is well past that point.
