Hi, a bit late of a reply but did you try to deactivate the W3 Total Cache plugin and see if the redirects worked then? That would help narrow down if the cache was the problem or not….

hmm what devices is not working for? a specific device or just all mobile type devices?
If its the latter something in your install must be interfering with the plugin…
You could briefly try adding define( 'WP_DEBUG', true );
to your wp-config file to debug it and see if it outputs anything on the frontend of the site, if it doesn’t on desktop try a redirect with a mobile device and then see if it outputs anything…
Are you perhaps using cloudflare?
And what version of PHP are you using?
