Can you make sure that your email is the one that is set on General Settings ( Dashboard >> Settings >> General >> E-mail Address field.

Yes, yes, the site was originally set up by me, for me. The other user was added later. The email address in Dashboard >> Settings >> General >> E-mail Address field is the same as the email address in Dashboard >> Users >> Your Profile (meaning my profile). And it is my email address and it does work.
I do seem to recall that the Author of a post would receive notification of comments, but I also received them, in previous versions of WordPress.
1.) Have you check your spam folder?
2.) You should contact your hosting provider just to make sure.
If above steps do not resolve the issue, then try:
-deactivating all plugins. If the problem goes away, activate them individually to find the culprit.
If you don’t have access to to your admin area, try deactivating them manually via FTP or phpMyAdmin.

Maybe this is how WordPress is supposed to work, but I seem to recall it being different before version 4….
In Settings > Discussion I have checked Email me whenever anyone posts a comment.
And surely, when comments are posted on things I am the author of, I receive an email. BUT when a comment is posted on something that someone else is author of, I do not receive an email.
I am administrator and need to see all comments as they come in. The other person also has admin role, simply because certain things required were not available without it, but she does not actually administer the site and would have nothing to do with the comments. (Yes, I know I can get a plugin to manage roles, but that’s tedious, plugins slow the site down and her permissions don’t matter because she’s trustworthy!)
Soooo … is there a way for me to get an email when comments are posted on her posts?
