Not prompting non-logged-in users to re-consent to Privacy Policy change

I was doing a test earlier and discovered that when I update the Privacy Policy and click “Ask for consent again,” visitors who are not logged-in users (which means everyone except me) are not immediately being prompted to review and accept the changes. I think this might be a caching issue (I use WP Super Cache in preload/supercache mode) — is there a way around that?
