Not having imagick should not be classed as a critical error

    Some web hosts disable imagick and make GD available instead. WordPress already falls back on GD in the absence of imagick. However, Health Check quite alarmingly suggests “there is a critical issue with your site” just for this point. This seems to me not a critical issue; nor is it something that can be solved (for many web hosts).

    Proposal: do not characterize this as a critical issue.
