Not enough columns given to draw the requested chart

I keep getting this message whether I use a CSV file from my computer or a Google chart.

I’m trying to create a chart showing the number of credit unions and the number of credit union members in Britain from 2004 to 2014.

I have three columns of data – one giving the years, one for the number of credit unions and one for the number of members.

I have followed the instructions to the letter, and modelled my chart on the sample “area CSV” chart given in the instructions. I did try uploading this sample chart to my website as an experiment and it looked very odd, so I’m not sure what’s going wrong.
