Yes, only the selected ‘News Group’ under ‘Widget Settings’ will be displayed by the code when added in your theme file.
Have a check with it and get back to us with the same.
I have no setting options under the News Announcement Scroll widget.

Go to your WordPress dashboard->Settings->Select ‘News Announcement Scroll’ and then click ‘Widget Settings’
There you fill find the option to select your news group to display.

Could you please make sure that the widget is placed in the active sidebar and then trying adding the php function in your theme file.
The php function and shortcode requires the widget to be added in your active sidebar.
Have a check with it and do let us know your views.
The theme is a custom theme and has no active sidebar. Is there a workaround?

Yes it was displaying correctly for a long time. I had it hard coded into the theme. Unfortunately, i no longer have the code I was using because I changed it to use the code you provided above.
