Not detecting a dev version

I was checking this with the Blogger importer plugin. That is currently on 0.6 and the version in dev is 0.7.

However in the plugins list this is not showing up.
Also when I go Dashboard->Updates it is not detected.

I believe I’ve marked up my readme and code correctly
