    The conversion code is implemented as per AdWords specification. So it should track all sales that are coming in through AdWords.

    But there are certain conditions where it will not be tracked, even if the order came from AdWords.

    – If the payment is done off-site and doesn’t reroute back to the WooCommerce thankyou page.
    – Caching problem by the server. (Turn off caching for the thankyou page).

    I see that you’ve installed Google Analytics. What does Google Analytics report for those sales you can’t see in AdWords?

    I noticed that you are using the PayPal version which is rerouting the visitor to an off-site payment.

    You need to configure PayPal in a way that the visitor is redirected back to the WooCommerce thankyou page. Only then the conversions can be tracked. I know that it can be done, but I can’t say how well it works. Obviously if a visitor browses away from PayPal ,before the redirection back to the thankyou page happens, the conversion will not be tracked.

    Therefore I always recommend to use only on-site payment gateways such as:

    * Normally I would also recommend the Braintree extension. But they pulled their international plugin because they are working on a new one. Until they release this new version probably Stripe will be a good solution. I’ve not used it before but I hear it is very solid: https://www.woothemes.com/products/stripe/
