Not able to add new user at SITE level for multisite set up

    We have a multisite WordPress site. I logged in as ADMIN and went to the sub-site level and click on add new user. Submitted the form and got the message :User added successfully”. But I don’t see the user ( just added) under ‘users’ for that site. I DO see that user under the TOP network level though. For some reason, it seems that the wp_usermeta table is not getting updated. Any idea what to do?
