Non logged in users can access website when underconstruction is on

That sounds like a cache issue. Please clear any cache plugins/services that you have active after turning Under Construction ON/OFF 🙂

It is though, so you probably have a 2nd cache service running, probably your host/server’s cache.

You can see it’s cache by adding a random parameter after the URL:
