Have you tried tweaking it in the UM Role settings?
WP Admin > Ultimate Member > Roles > Edit a Role > See “Administrative Permissions” > enabled the option “Can edit other member accounts?”

Ok with what you propose.
But if one user has 2 roles, one role thas allows editing other member accounts and one that does not allow it, then this user can’t edit other member accounts.
Look : I would like to allow editing other member accounts to only few part of the people with Editor role. So I create a new special role with only this capabilitie to allow editing other member accounts and gave it to those Etitors I choose for that. So these Editors got 2 roles : Editor one and this new special one.
But It doesn’t work ! That’s my issue.
Do you see another way to workarround ?

I suggest that you create 2 Primary Roles e.g. Contributor and Editor.
When a user registers, the Contributor role will be assigned which has the capability to Edit other members. Editor role has the same capabilities as Contributor but with access to more Pages & Features.

Thanks for your reply but it doesn’t work as well.
So I decided to create a new username with the only capability of managing other people accounts.
So people in charge of managing accounts have to log with this special username.
