Noindex and nofollow are indeed different options, we have some documentation on the differences here: https://yoast.com/help/how-do-i-noindex-urls/#nofollow.
However, if you have set a specific page to not follow links using the advanced section in the metabox and to not index it, it should output a noindex,nofollow. We checked your page and can confirm it is now noindex,follow.
We tried replicating this issue on a local testing site, but couldn’t. Can you confirm you are using WordPress 5.4.1 and that other plugins and themes are also up to date? If not, can you please check if the issue persists after updating?
Additionally, are you using any caching plugin? Can you please make sure to clear the cache to see if it then outputs the correct meta tag?
Found the source and, as usual, it’s complicated. Will summarize here for future reference: The web page referenced was forwarding to a custom WordPress legal page. Though a noindex/nofollow check would display the initial URL, it would adopt the robot settings of the target page. Adjusting the advanced settings of the target page caused the referring page to display noindex,nofollow. Thank you for your assistance – the information provided allowed me to track the issue down.
