This sounds rather strange and I didn’t have such a behavior yet.
Did you install this plugin, “Toolbar Extras”, with the WordPress plugin installer in the Admin (Plugins > Add new > search input field “toolbar extras”)?
–> does installing work with other plugins or do they also fail?
Or did you try to upload a ZIP file in the plugin uploader (Plugins > Add New > Upload Plugin)?
–> does uploading work with other plugins or do they also fail?
–> did you upload the latest version 1.1.3 ?
Sometimes there could be some server issue on wordpress.org and downloaded packages are not complete or such.
Could you please try again?
If it is still not working please report back.
Try to describe all steps you trying to do.

I have an assumption that you maybe tried the so-called “Development” version from this page maybe https://wordpress.org/plugins/toolbar-extras/advanced/
If so, this will not work, I do NOT offer such dev version here. In this ZIP is only a readme file – this cannot be installed.
The proper current download version is to be find here: https://downloads.wordpress.org/plugin/toolbar-extras.latest-stable.zip
However, I always recommend to install via Plugin installer in the Admin.
Yes it’s the latest version.
I downloaded from the top right hand side button at https://wordpress.org/plugins/toolbar-extras/
then uploaded the zip to try to install.

There isn t a general problem with installing plugins I just uploaded and installed
the latest version of Elementor Pro on the same site by zip.
it did install by the WordPress plugin installer.

I just did a manual install with the ZIP download (toolbar-extras.1.1.3.zip on disc) on a live site and all worked as it should. So the actual download contains all required files. Also check the unpacked ZIP archive and was all ok with that.
Could you please try via the search installer in the admin? (Plugins > Add new and just search for it)
The message “The package could not be installed. No valid plugins were found.” always comes when the given files contain no valid plugin file with the header info in it.
So I assume your download maybe was not complete?
The ZIP file for version 1.1.3 is 342 KB in size.
Have no other idea currently.
Windows says the zip file I tried first (and failed) is 342kb.
However as I mentioned , It worked and installed when I tried via the search installer in the WP admin, in case that wasn’t clear.
