No valid plugins found for: Disclaimer and Notification Manager for Authors

Everytime I try to install Disclaimer and Notification Manager for Authors I receive the error message “The package could not be installed. No valid plugins were found.”
I’ve tried installing it from the plugin page and by downloading it and installing it.
