No SMS Tab in Woocommerce > Settings

I followed the instructions at https://docs.woocommerce.com/document/twilio-sms-notifications/

I signed up for Twilio and sent test messages suvvessfully

However I am not seeing any tab for SMS in Woocommerce > Settings
