I tried to reproduce the issue you are describing and can’t replicate the issue.
As soon as selecting an address from the address book the checkout updates automatically and pulls in the new shipping rates for the address.
Are you using a particular shipping plugin or something that overrides the default WooCommerce checkout pages?
Are you getting an javascript errors in the console when selecting a new address that is preventing the script from running?

Thanks for the quick reply. I am not using any plugins for shipping. I’ve set up shipping classes & flat rates which are dependent on the shipping address State. I’m also not seeing any javascript errors.

We found that the site was using https://selectize.github.io/selectize.js/ for the dropdown menus which wasn’t working when changing State.
1.7.0 added support for selectize.js select boxes.
