No Settings in Multisite

    Hi,

    preface: a couple days ago I installed Classic Editor on many sites, enabled it, set the default to use the classic editor. On the multisite, since I wanted the ability to activate/deactivate on a site-by-site basis, I activated the plugin individually on each site instead of network wide.

    This morning I updated several sites to WP 5.0 and CE 1.1

    I’ve tried this in several standalone sites, and it ‘seems’ to be working as expected.

    I’ve only upgraded one multisite and am experiencing issues there. The sites are getting the classic editor as expected, but there are no settings options anywhere that I can find, and no ability to toggle between Classic and Gutenburg like there are on the stand-alone sites.

    Is that by design or is it a bug?
