No Sales Tax being charged

I have a strange problem I have set up a
Standard shipping method and a Local Pick up option if I choose the standard shipping method then sales tax is applied but when I select Local Pick up it has no sales tax applied I am not sure what I am over looking

if you created a account with city Modesto zip code 95355 the tax would apply
