Do you know if the store’s base address is set in WooCommerce > Settings > General? Local Pickup should use the store’s base address in calculating taxes. If that’s missing, that may cause problems.
Let us know what you find out and we’ll go from there.

Thanks for confirming that. Can I get you to go to WooCommerce > Settings > Shipping and take a screenshot of your shipping zone? You can upload the file to your WordPress Media Library and share the URL to it here in your reply.
Also, can you give us a sample address to test with local pickup on the site? I often use the address of a nearby hotel for testing.

Thanks for sending those over. Let’s do this. Go to WooCommerce > Settings > Tax > Tax Options. Is automated taxes enabled? If it isn’t, then click on the standard tax rates. Is there a tax rate entered for the shop’s base address?

Thanks for confirming. Can you please make sure that Jetpack is active and connected to your WordPress.com account? WooCommerce automated taxes rely on the Jetpack connection to load live rates.
Here are two screenshots from my test site showing how this should work. Nashville, TN is not taxable for the store’s location so it shouldn’t be charged at all.
