If you migrated the site to a new location then the packages and database entries that stored the details about the packages are no longer present on the moved site, because the plugin filters those out since they belong to the original site location. Does this describe your situation correctly?

Well not exactly : I do a full backup of my site and just after I restore on the same server : everything is correctly restored except the list of the backups and the storage path I have created before.
Note that the path of the folder containing my backups I set in duplicator is outide /public_html at the same level of public_html
I thought these settings (lists of backups, storage path etc..) were written in the database

If you are restoring to the exact same path /public_html/ and you restored over that location then the packages will no longer be available because packages are never stored in the archive.zip file. This is to help keep the package files small and prevent them from growing too large, all the packages are stored in a directory named wp-snapshots.
To prevent it from happening you would have to make sure that directory doesn’t get removed or you provide a way to manually place it back. If you, however, have Site A and Site B both at slightly different locations such as:
/public_html/siteA/
/public_html/siteB/
and restore to SiteB then the packages in SiteA would stay intact and no packages for SiteB would be present.
