1. WP Handles the uninstallation. There is no need to uninstall button to be there. https://codex.wordpress.org/Managing_Plugins#Uninstalling_Plugins. This is you not knowing know WP plugin works.
2. It is under WP-Admin -> Poll -> Poll Options.

1. There is no need to have an uninstall button, because when you delete the plugin in WP-Admin -> Plugins, it will trigger the uninstall process of the plugin. The word data is there because there is an uninstall.php file in the plugin https://github.com/lesterchan/wp-polls/blob/master/uninstall.php.
