Does the account you are logging in with have admin privileges?
If yes, is the site self hosted (GoDaddy, Bluehost, ASO, etc..) or is it hosted by wordpress.com?
If you aren’t sure of the difference, can you share the site URL?

Yes, I have Admin privileges, but to be honest I have no idea who is hosting the site (forgive me for my lack of information). The URL is below: http://womenadvancenc.org/
It looks like it might be hosted by Dreamhost. The feature should be present if you have admin access.
One of the things you might try to troubleshoot, is temporarily disable all of your plugins and see if the symptom changes. If it does, reactivate them one at a time and see if you can find the one that caused the issue. If it doesn’t change, you might try temporarily switching to the default WordPress theme and see if that makes any difference.
