No notice for scheduled posts?

It doesn’t appear that a scheduled posts is causing the notification to be sent out. I don’t see any report for that post notification after the post has been published.

I have verified that the notifications are set to all categories, and to the proper group. Notifications work OK on new posts that are not scheduled.
