No license key assigned with pending orders

Hey,
we’re using your plugin for selling keys. It works very well, when the order is completed. The code is included in the “order completed” mail – just fine.
However, we have orders, where the code should be sent, too, even if their state is still “pending”. We’ve selected that option on the second settings page, but it’s not applied. We have to set all pending orders manually to complete and than back to pending to get the assignment (the key to the order) and the mail sent. Any ideas or suggestions?
