Are you using an SMTP plugin? I haven’t heard of this happening before where other plugins work but SpeakOut! doesn’t. I tried signing and didn’t receive a BCC or confirmation request.
If you have terminal access to the server you could do a search #sudo grep 'SpeakOut' /var/log/exim_mainlog
and see if it shows any errors…or maybe ask your host to do it if you don’t have terminal access.

Sorry for the delay in replying. I’ve been on vacation.
I used a plugin to change the WP default email server and set up the spf record on the domain correctly. All emails are going out now.
The only issue now is the format HTML or TEXT.
The default email format is set to TEXT.
Emails from Plugins using plain text messages send fine.
Somehow, Woocommerce is managing to send correctly formatted HTML messages.
Speakout messages to the signatory are plain text and work fine.
But the Petition message is sent with visible HTML markup. e.g.
Dear Councillor,<br>
<p>I urge you to vote….
It looks like you have HTML in the petition message. You shouldn’t do that.
If you put
things
on a separate line
That is how they appear in the message.

That was my first thought, that I had accidentally included HTML but it is not displayed in the admin interface.
But no, there is no markup in the message at all.
I even copied it into notepad and copied it back to make sure.
Can I send you login details?
David, the problem was caused by the Zoho Mail plugin settings in your site being “Plain Text”.
I switched it to HTML and the issue is solved.
