No Custom Logo

I have used this plugin many times on other sites and absolutely love it. But I’m having issues with this site. No matter what photo type I use i.e. png, jpeg, the logo will not show up.
It shows up on the settings page, but not the Register or Login pages. All of my custom fields work along with registrations.
Anyone have an idea as to why this isn’t working? The plugin version is: Version 3.9.10
