No cost applied on shipping class

I have a site that sometimes the shipping cost ends up as zero even though its has a cost setup. And it only happens on the costs that is four digits as you can see on the screenshot. And the solution then is to change “1.196,00” to “1196” and hit save, and then go and reload the cart, then the correct cost is applied. (but if i then reloads the admin screen for the costs as the first screenshot, the prices is formatted the same as before, but now the shipping calculator works (until it stops working later on)

On the other screenshot you can see how the decimals and so on is setup on the site.

Any clue? Seams like a bug with the thousand and decimal char in the shipping prices?
