    Hey guys, I just installed and configured Complianz on, where I have Matomo (the WordPress plugin, not the separate installation) running.

    The wizard correctly identified Matomo’s cookies and I told it that I use Matomo, but declined Complianz’s offer to configure Matomo for me (I already did that myself).

    Afterwards, the Complianz Dashboard tells me:

    “Your site does not require a cookie banner. No cookie banner has been enabled.”

    But why? I use Matomo. Shouldn’t there be a cookie banner?

    Note: I disabled Matomo for now, because I’d rather not burn my fingers on this. Please let me know whether I should re-enable it in case you want to take a look at the website and need it on.

    Hi @mrmatteastwood,

    For the DSGVO, when configured correctly in Complianz and Matomo, locally hosting Matomo and anonymizing data will result in the possibility of setting Matomo tracking prior to consent.

    If you don’t have any other third parties on your system, a cookie banner might indeed not be needed. Some more information;

    Thanks for your quick reply, Aert. I checked again and configured Complianz exactly as indicated in step 1 in the instructions you linked above.

    When accessing, the following 2 Matomo cookies are placed without asking for permission:


    According to Matomo’s own cookie documentation:

    1. _pk_id โ€“ used to store a few details about the user such as the unique visitor ID
    2. _pk_ref โ€“ used to store the attribution information, the referrer initially used to visit the website

    I’m a bit on the fence about whether this is ok, but I’m not a lawyer, so I’ll admit I don’t know for sure. ๐Ÿ™‚ From what I’ve been reading and from the webinars I’ve watched on the subject, as soon as Matomo is in play, a cookie banner becomes mandatory…?

    As can be seen in cookiedatabase, the two Matomo cookies mentioned by you are not marketing/tracking cookies, but are actually classified as Statistics Anonymous. This means that under certain circumstances these two cookies are allowed by the e-Privacy Directive and the GDPR to be set before obtaining user consent.
    This point of view is supported by several local implementations of the current cookie law (the ePrivacy Directive). It is also mentioned in the recent draft of the new e-Privacy Regulation. According to several Dataprotection Authorities within the EU it is not necessary to ask visitors for consent to collect (first party) website statistics such as Matomo if the owner of the website ensures that the collected data are only used for the statistics of that website.

    Matomo has also written an article where they explain how to use Matomo without asking for consent.
