    What do you mean with “can’t get it to render”?
    Do you get an error?
    What do you see on the page: nothing, the shortcode you have entered or something else?

    I need some more informations:
    Did you change some comment guestbook settings?
    Which theme do you use?
    Can you see the comment form and list if you remove the shortcode?
    Does it work if you add the shortcode in a page or post?
    Why you need to place the shortcode in a template? For me it only make sense to use the shortcode once and then it is easier to create a new page and include the shortcode there.
