If you get the same error with ScratchPad, it is not plugin specific. If you don’t have a referral sale in 30 days, your API access will be shutdown by Amazon. So you want to make sure that.
If you believe that’s not the case, what I can suggest is that temporarily deactivate plugins which use Amazon Product Advertising API if you have some. Then leave it for a while for the API rate limit to get recovered by itself. After it recovers, give a large cache duration to the unit option so that it will hardly expire. This helps to reduce the number of API calls.
Not sure if this helps but this is all I can suggest.

@mmpineda If ScratchPad gives the same error, you want to make sure whether you made an actual referral in 30 days. If yes, wait for a few hours so the rate limit gets recovered. If you are running multiple web sites utilizing PA-API with the same API keys, it could be the reason too. In that case, look for a way to reduce the number of API requests.
