No add Association Rule button

    Just as the title says – no button in the settings page. Where is it supposed to be?

    I have tried switching to the default 2016 theme with no improvement.
    Deactivated all plugins except:

    BP Groups CiviCRM Sync
    BuddyPress
    CiviCRM
    CiviCRM WordPress Member Sync
    CiviCRM WordPress Profile Sync

    That did not help either.
